Chip war

The chip guards are way to strong for the population we have at the moment won't be able to do it
i suggest lowering the guards damage and lowering the chip hp for now
and when a player hits lvl 50 update the chip and guards just a tiny bit
but atm the only use for cw is to teleport away from ether...
